Genshin Impact: Best characters to use with Engulfing Lightning

As is tradition with new character releases in Genshin Impact, we get a new weapon that’s tailor made for the current five-star Event Wish character. In 2.1 we’ve got the Electro Archon Baal, Raiden Shogun herself and her polearm: Engulfing Lightning. Raiden Shogun is a given, so let’s take a closer look at Engulfing Lighting and see who are the best characters to give it to.

Engulfing Lightning: Stats
According to miHoYo, Engulfing Lighting has the following stats at Lv. 90 and Refinement 1:
- Base ATK 608
- Energy Recharge 55.1%
Engulfing Lightning gives a ATK% increase equal to 28% of your Energy Recharge over 100%, that is, it scales off of additional Energy Recharge from Artifacts and its own effect. At a baseline, it’ll increase your ATK by 15.4% with no other sources of Energy Recharge. After casting an Elemental Burst, you’ll get an increased 30% Energy Recharge for 12 seconds, bringing that ATK buff to 23.8% with no other sources of Energy Recharge. The ATK boost caps off at 80%, but you’ll need an absurdly high 286% Energy Recharge to hit that.
This weapon is peculiar in that it needs to be built around. Unlike most five-star weapons, Engulfing Lightning is not generically good on any character. It works extremely well paired with the Artifact set Emblem of Severed Fate, so anyone who wants that set can take advantage of Engulfing Lightning.
With the two-piece bonus from Severed Fate, Engulfing Lightning gives 29.4% ATK. On paper, it’s lower than most other weapons with dedicated ATK%, but the Energy Recharge allows you to keep using your Bursts on cool down that other weapons don’t have. More Energy Recharge will also give more damage.
Therefore, the best characters to use Engulfing Lightning on are those who use their Burst often as DPS or Support.
Engulfing Lightning is made for Raiden Shogun, who has a naturally high Energy Recharge and gets an Electro DMG Bonus based on Elemental Recharge at higher Ascension. There’s a ton of synergy with an Engulfing Lightning wielding Raiden Shogun wearing a four-piece Severed Fate set.

The high Energy Recharge granted by Engulfing Lightning can also act as a crutch for un-optimized Artifacts on Burst Supports. Anyone who relies on their Bursts can take advantage of Engulfing Lightning. Xiangling and Rosaria want their Bursts active as much as possible.
Xiao also wants his Burst on, but raw ATK% is best for him.
Engulfing Lightning does little for Hu Tao and shield builds of Zhongli, who both have abilities that scale off their health. A DPS Zhongli could make reasonable use of Engulfing Lightning, though.
At the end of the day, Engulfing Lightning is best on Raiden Shogun. She’s the only character currently who has abilities that scale from Energy Recharge. It’s the best weapon for her, but right now she’s the only one who can use everything that Engulfing Lightning has to offer.

As for the other characters, it’s a big investment to Wish for Engulfing Lightning. It’s not a big enough improvement to make it worth the Primogems. If you want to get it because you want Raiden Shogun to have her weapon, you won’t be disappointed. In all other cases, I’d say Engulfing Lightning is a safe skip.
