Any non-limited Steam account was eligible to vote in the awards. The winners get a trophy and a virtual trophy on the game's store page. No huge surprises here. With Clair Obscur having already won a bunch of awards, it seems like regular voters wanted to share the love with other games. This tracks with most forms of entertainment. The films that win the box office seldom win Oscars, and the movies the Academy likes often don't make that much money.
At the end of the day, people speak with their wallets. And, of course, Steam reviews, although review-bombing campaigns can make them unreliable, But it's always good to let the customers speak about what they enjoyed and want to see more of. This might shock you, but critics don't always have their finger directly on the pulse.
