18. Russell Wilson (Denver Broncos) – 77 OVR

Russell Wilson’s first year in Denver was an absolute train wreck. But there’s hope that Sean Payton can right the ship. Wilson may not be at the level of play he was in Seattle, but it feels like he’s still got something left in the tank. That amounts a 77 overall in Madden 24 at launch.

17. Jimmy Garoppolo (Las Vegas Raiders) 77 OVR

Jimmy Garoppolo was a capable starter in San Francisco although he was surrounded by a ton of talent. The play of Brock Purdy in his rookie season proved just about anyone can succeed at quarterback in that offense. But it’s not like Garoppolo is a bad quarterback by any means, he’s just a below-average starter.

16. Deshaun Watson (Cleveland Browns) – 78 OVR

Once a top five quarterback in the league, Watson was suspended for the majority of last season, his first with the Cleveland Browns. In the six games he did play, he looked really bad. It’s possible he was just rusty, but one would expect to shake that off after the first couple games. In six games, he threw just seven touchdowns and five interceptions. Even with his struggles, I’m still surprised to see him ranked below guys like Derek Carr, Kyler Murray and Geno Smith.
