Raiden’s main source of damage will come from her Elemental Burst, which has her switch from her Polearm to her signature Musou Isshin sword. This stance change is counted as her Elemental Burst, not her Normal Attack, so you’ll want to upgrade her Burst first and foremost.

Her Elemental Skill is a nice boost, so upgrade that next. You shouldn’t bother touching her Normal Attack, since she doesn’t actually use it at all.
