Is Professor E. Gadd a chaos enthusiast?

In Super Mario Sunshine, we’re led to believe that Bowser Jr. is the primary antagonist. There’s plenty of merit to this, but there’s an even more substantive of a case to be made for Professor E. Gadd.

Here’s my question: Why would he give Bowser Jr., an individual who is clearly unstable and very bright, a magic brush that he can use to cause havoc wherever he goes? Unless it was taken by force, which is doubtful, why would the “good” Professor do this? Sure, F.L.U.D.D. also game from E. Gadd, but why make the brush in the first place?

There are just too many questions here. All I see is Professor E. Gadd watching from afar, safe from all the chaos on Delfino Island, as the very weapons battle against one another. He channels a stoicism that’s unlike any other, with a terrible fire in his eyes, as his plan comes to fruition. In the same vein as Ken Watanabe’s character in Godzilla, he calmly whispers “Let them fight.”
