Souvenirs are found at random when exploring in Pokemon GO. When an Ultra Level Buddy has found a souvenir, there will be a Gift icon that pops up indicating they’ve found one. Redeeming the gift will add a souvenir to your inventory. Events are more likely to increase souvenir drops as well.
